Governance

The Office of the President (“The Office”) relies on self-published governance documents to comply with its Alma Mater Society (AMS) mandated duty, including but not limited to overseeing general operations and ensuring proper bylaw implementation for the International Relations Students’ Association. In accordance with its commitment to Active Member transparency and duty to protect the Active Membership’s fees, privileges, and voice, the Office publishes all its governance documents on this page. The Office recognizes and upholds the statutory authority of the AMS given the Association’s subsidiary status and will not implement governance that contradicts AMS procedure.

Presidential Proclamations

Presidential Proclamations have been drafted in quasi-legal terminology using best legislative writing practices. Presidential Proclamations contain a preamble consisting of three sections that describe the Office’s AMS-derived authority (“WHEREAS”), the necessity for the Presidential Proclamation (“WHEREIN”), and a summary of its provisions (“ACCORDINGLY”). Presidential Proclamations require the digital signatures of both Presidents (and collaborative parties) to take effect. All Presidential Proclamations only affect the current Office of the President (2026-2027) and must not supersede the Office’s (or its collaborators’) mandate per the AMS.

Presidential Statements

The Office uses Presidential Statements to communicate the Association’s general operations to Auxiliary (i.e., appointed or recruited) Members and Executive (i.e., elected) Members. These one-page communiqués fulfill the Office’s AMS-mandated duty to oversee Association general operations while minimizing liability and bylaw violations for all Executive Members. All Presidential Statements must cite and adhere to IRSA’s governance, including its Constitution and AMS procedure.
